Yes, that's what seems to be happening.  While we're only aware of this
happening on the mentioned Dell HW, the bug itself isn't HW-specific and
could well affect any systems that happen to fall through the early
release paths.  However, we did not reproduce it on other hardware, and
did not find other reports of people experiencing this problem in the
wild.

For Ubuntu, we'll likely be providing this patch directly to users via
our stable release update process, and so won't need an upstream release
for that.  However, an upstream release likely would be quite helpful
for other Linux distributions and users more generally.
