Log message:
        modified the behavior of the calculation of the userfile (in the 
USERPROFILE or
        HOME dir) that represents a plugin file.  This fixes the problem that 
occurs if
        a plugin path that is relative or absolute is used in addition to the 
default
        ./plugin dir.  Added a method to get the base_user_dir on a 
PluginConfiguration.
        This is useful for plugins that need to create files during their 
execution in
        addition to their property files (which are automatically handled).
