For BDF/PCF fonts, it would be far better to convert them to Unicode
encoding an pack them into a .ttf file. FreeType will happily read
TrueType files that hold only bitmaps, and you get the advantage of
encoding tables that can hold Unicode data in a reasonable amount of space.
Juliusz Chroboczek has been working on such a utility; I don't know the
current status of this work.
