FHS v2.3 has "Linux-specific" annex about lib/lib64:

        http://www.pathname.com/fhs/pub/fhs-2.3.html#LIB64

For x86-64, ppc64, s390x and sparc64, using lib64
is recommended. Unfortunately, I've checked FHS and
LSB, I could not find documents about the location
of arch-dependent header files.
