I take it that the ebooks are drm laden and require non-free software to
run.

Write a letter saying that you would love to use the libraries now ebook
service then describe the issues preventing you and your friends from
using it.

You can use the lit review I posted to show the " early adopter" stage
of free software in education. I can probably find literatire on free
software in libraries if you think it will help.

Issues for libraries, besides license compliance costs, are those of
digital divide and accessability - so use those as buzzwords.

Apart from that - not much.
If you are lucky, the policy makers have not thought about it but just
bought a slick sales pitch.
