Try using linux without any GNU tools. Not easy!
The answer to the converse is: BSD, Solaris, Windows, Mach, Hurd
The interface to the kernel is the tools.

PS I'm not religous about it but, on balance of fairness and credit where it is
due, GNU/Linux wins IMHO.
