[PATCH] GNU Glean patches to modernize build system

Hello Alex,

I'm pretty impressed with GNU Glean.  I think I'd like to do some
development on it.  The first thing I did was start to modernize the
build system as I had a couple issues with it.  I also was able to
compile glean with guile 3.0.9 after a few tweaks.

I've attached 8 patches to this email with 8 commits that I think are up
to gnu standards (please correct me if I'm wrong).

I'm not sure what the developer workflow should be so let me know if you
want me to do things in a different way.
