I'd made http://cia.vc/stats/project/glob2 a while ago, complete with CIA bots in the IRC channel (CIA1-4). All it was waiting for is the file to be hooked in.

As far as the HGCIA file goes, have you tried the incoming hook, rather than the changegroup one??
