That guy can commission work that is Public Domain, and that is fine
since PD is a superset of the freedoms granted by the GPL and does not
conflict in any way with the GPL's restrictions.

Copyleft licenses impose some restrictions on freedom to make freedom
enduring. This is important because no restrictions mean freedom is
not maintained for all users of a program. If that guy doesn't want to
ensure the work he pays for remains free, that's his problem :-)
