I have been running GNATS 3.113 on an HP 9000/715 HPUX 10.20
and now want to run on a COMPAQ DS20E.  I have installed GNATS on the new 
machine and have copied the PR database.  However, when using send-pr I get the 
following returned mail message: 

   ----- The following addresses had permanent fatal errors -----
"| /apps/gnu/gnats/libexec/gnats/queue-pr -q"
    (expanded from: bugs)

The entries related to PR gnats/24 suggest others have experienced similar 
problems.  Can anybody explain what is going on and provide a solution?
