1. The send-pr INSTALL document neglects to mention that
   the 'bugs' alias has to be in the client system's 
   /etc/aliases file.

2. Or the problem is that mkdist isn't setting a
   variable that allows the client's Makefile to set the
   mail address which is to receive bugs.

Install the results of a mkdist on a remote system. Go to
that system and follow the instructions in the INSTALL file.
