"make install-info" installs the gnats info files correctly, but does not 
update the top-level info file. Apparently, the Gnats makefile believes that 
the top-level info file is called dir.info, while the default name for this 
file when Texinfo is installed is simply "dir". This has been the default at 
least since 1996.

Either change dir.info to dir in the makefile or have configure find the name 
of the correct toplevel texinfo directory file.
