When PRs are submitted by e-mail, GNATS truncates the subject field after 64 
characters and puts the rest of the subject into the "Unformatted" field. 64 
characters might seem a sensible limit, but it needs to be documented. It might 
also create problems for messages submitted in MIME format, with iso-xxx 
strings embedded in the subject. The iso strings lengthen the subject 
considerably, and 64 characters might be a too low a limit.
