    Probably due to leftover gnats.lock files in the gnats-adm dirs of these 
databases. Gnatsweb 2.x does not handle a locked database properly, but this is 
unlikely to receive a fix, since we're focusing on 4.0 now.
    
    Waiting for feedback as to whether my theory is right before I close this 
PR.
