 Try having a look in the gnats-adm subdirectory of your database. Is there 
 a gnats.lock file there? If so, delete it.
 
 Gnatsweb 2.x does not handle a locked database by giving a proper error 
 message. This is unfortunately unlikely to be fixed since we're now 
 focusing squarely on version 4.0.
 
 Please let me know if my suggestion solves the problem.
