when there are no pr's, i get this:

Return code: 220 - No PRs match. 

this could maybe say, "no pr's matched your query".  (most
people using gnats here aren't going to know what a return
code of 220 is).

also once, i got an unparseable return from gnatsd, although
this didn't stop gnatsweb from functioning.  i think this
was when creating the very first pr for the database and
there was no category or index file there already.
