Sendmail 8.9.3 (routing all mail to a Sendmail 8.11.2 server)

- sendmail -oi -t seems to hang as a background process
- it eventually completes, sometimes orphans from the cgi process
- when it orphans, the header for the html is returned, but nothing else
- i've tried changing it to sendmail -oi -oem -t, but it still didn't help
- other times it works just fine...the problem seems to be intermittent
