 This problem was due to Gnatsweb needing at least 'view' access in order to 
 be able to list the databases on the system. This was recently fixed with 
 the addition of the 'listdb' access level which is like 'none' but allows 
 access to the DBLS command in addition. The Gnatsweb 4 docs and the GNATS 4 
 manual have been updated accordingly.
 
 I am closing this PR now.
