Installing gnatsweb for our call centre - i want
to disable the reporter's email address and CC list.
these are not important since any customer details will be
associated with a submitter type, and the customer is never
notified of a new PR anyway - they already know they called
it in.

can you see any way around this?  is it a restriction
imposed by gnats perhaps?
