tryign to create a new pr and each time gnatsweb says
unparseable reply from gnats, then fails to remove the
gnats lock file.  i have to remove the lock file manually.

i can't seem to find anything that looks remotely like
an error in the reply_debug and client_cmd_debug output.

so i guess what i'm saying is that i need more information
when gnats gives me this error.

btw - the PR is actually entered.  the database remains locked
however.
