Top-level configure does not create a make file in the libiberty directory, 
yielding the following when doing a make all:
gmake[1]: Entering directory `/usr/local/src/gnats-1100/gnats/libiberty'
gmake[1]: *** No targets.  Stop.
gmake[1]: Leaving directory `/usr/local/src/gnats-1100/gnats/libiberty'
gmake: *** [libiberty/libiberty.a] Error 2


Running configure in the libiberty directory, then doing the make works.
