AFAIK, the address gets set as follows:
- If the EDITADDR gnatsd command was issued, use the given e-mail
address.
- Otherwise if the login name is in the `responsible' file, the e-mail
address stated there is used.
- Otherwise use the localhost e-mail address.
I'll document it in the manual.
