If the state of the PR is changed the originator will get a
message but not the responsible.
In some cases this is not o.k., for example:
The PR has the state feedback, because the responsible needs 
a further information from the orignator. The responsible 
won't get a message, when the originator has written down
the information in the PR and changed the state.
So the reponsible must always look in these tickets if the
information is inserted. This is unpractical especially if 
the responsible has more of those PRs.
