 Thanks for reporting this problem with GNATS. As Yngve said in his
 message to you, the people who get a message when the state of a PR
 changes can be configured in the mail-format section of the dbconfig
 file.
 
 I tested the behaviour of the default configuration with 4.0 beta 1
 and the version currently in CVS. In both cases the person responsible
 for the PR received a message when the state was changed. Maybe the
 behaviour you are seeing is different because of changes you made to
 your database configuration or because you were doing something
 differently than what I did in my tests.
 
 Anyway, to investigate your problem report further I need a detailed
 description of your configuration and how the problem occurs.
