Bug 8 might be right up your street. I want is so somone can't create
a users 'a' and 'A'. This is probably a one-liner in the config, but I
haven't had time to dig into PmWiki code to figure it out.

Well, we're currently using pmwiki for everything web related. If you
want to setup forums on the wiki it should be sufficently powerful
as-is. There are also some cookbook recipes available for more
advanced stuff.
