    Do not change encoding if there is no need to change memory type in some 
SMS functions
    
    Since at_set_charset() is always needed by AT_SetSMSMemoryType() move it 
inside that function (and check its return code while at it); also there is no 
need to try changing charset if we are not going to issue a command (this is a 
little speedup for gnokii --monitor and similar usages of AT_GetSMSStatus()
