send sms in unicde, please help (win32)

Hi,
I want to send sms in unicode in win2000.

First I open wordpad,enter 1234 , save as 1234.txt and
exit.

the content of 1234.txt in hex
FF FE 31 00 32 00 33 00 34 00
(also try..)
31 00 32 00 33 00 34 00

I use following command,
gnokii --savesms <1234.txt  (I just save the sms
first,send it later)

Then I open the sms in phone.
shows..
XX1    (XX is error code)

anything wrong except my english??

In fact, I want to send sms in chinese.
