I think that that's often, but not always true.    As an example, the
"mainline" archive of a busy project like GCC is not likely to be
managed by a single person.

Hardly -- star-merge is very good for this kind of situation.

You certainly can have all of your group working on a shared version
and consequently, all using the same archive.    

You might also take a hybrid approach:  having everyone share
responsibility for the "hub" of a "hub and spokes" (aka star-topology)
arrangement of branches -- but also doign some day-to-day or
hour-to-hour work on private branches.
