I'm not sure on which side bkcvs is really "cheating" -- because of it
doing arbitrary log message changes and such, repository conversion is
likely to have far *more* changesets when coming from a bkcvs repository
as opposed to a "real" CVS repository.

I'll grant that most merges will probably come from a source with more
than 3 log entries applied -- but be sure to divide
(expected_average_number_of_log_entries) by 3 when attempting to
determine the magnitude of the difference.
