worse case you parse the ls output.

That would work.  I hope we can rely on the ls output being the same
format on NT boxen as well.

.arch-params/=meta-info/=version-umask
.arch-params/=meta-info/=patchlevel-umask

this is no good, it doesn't specify what archives, or parts of
archives they apply to.

Oh, right.  That was a thinko on my part.  I meant for the =meta-info/
to go in {arch}.  That should be specific enough, right?

your also putting that in the user's hands?  that is quite prone to breakage.

It is already in the users hands.  If it weren't, arch, acting as a
proxy for the user, wouldn't be able to affect the umask.  Not giving
the user the ability to customize this means they are unable to fix it
if there is breakage.
