I don't know whether that's true or not, but it would be kind of silly to
actually enforce that restriction -- there's no particularly good reason for
it, other web clients don't enforce it, and trailing slashes are usually
thought of as (basically) noise in the context of urls.
[BTW among those clients that don't enforce it is apparently even w3.org's
`amaya' web browser, which is supposed to be more-pedantic-than-usual:
