Is touching files in a revision library OK?

I had a suspicion that the file date&time was recorded and compared to
ensure the file hadn't been altered, I could be mistaken though...
It's *very* not okay to alter the modification time of files in a revlib. The files in a revision library are supposed to be completely unchanged, so we know they're a good basis for comparison. If a file's modification date changes, that usually means the file has changed, so the revision library is corrupt.
