[Gnu-arch-users] problem with pid reuse

Hi,

I've been running the tla test suite on windows a lot today, and noticed
a problem with pid reuse -- namely that tla generates identical explicit
tags. Windows NT apparently aggressively re-uses pids, even within the
same second. The easiest solution is probably to add a higher resolution
to the time in the explicit tag, I might send a patch for that later (or
just have it in my win32 stuff)
