Generally, they're independent. However...
If you have a base tree that holds your configs, you could commit a
version of _that_ tree with an updated config pointing to the specific
patchlevels of the subprojects that work well with each other. That way,
folks who want the latest working version of the full project just check
out that config-storing tree and run a build-config to get a matched set
of subprojects.
