The way the logic was initially designed, it will create a new changeset
for those files which are checked in so far -- and then later append to
that changeset when another "cache -u" is performed.
However, this functionality hasn't been tested in a while. Writing a
test case (since Robert Collins has added a framework for them) to
validate this functionality would be greatly appreciated.
