Reproduction:
1. Create revision library, sparse and greedy
2. tla get ...-patch-101
3. tla get ...-patch-100

Expected result:
Same as if 2 and 3 where reversed. Files which are identical between patch-100 and patch-101 are hardlinked, saving space on disk.

Actual result:
From what I see (I may be wrong), patch-100 gets added fully as new files, no hard linkes are used.

Importace:
Significant waste for large trees (n00MB). Easy to run into with sparse and greedy revlibs.
