Solving this bug should also solve bugs 25, 27, and 38, and prevent 75 
from recurring.

New suggested solution: Reorganize tree-lint so it keeps a list of all 
explicit ids in the tree, then after inventory has finished, looks for 
each id in the  list of files.  Any ids, that do not correspond to 
source files should have their .id (or =id) files reported.

Since non-source files aren't added to the inventory list, this approach 
will prevent .ids for non-source files from being committed.

It will also solve bug 98, which has already been solved a different 
way.  (Only the ID from $dirname/.arch-ids/=id is added to inventory, so 
.arch-ids/$dirname.id won't be permitted)
