While we're at it, tla should never url-escape URLs when providing them to http/sftp servers. If an archive is registered with "";, that's what tla should request. If it requests "";, that's just silly.

I suppose it's okay to tranmute some characters, but that should be done when writing to .arch-params/=locations, not later.

Doing otherwise prevents us from expressing urls properly; If some server provided archives over CGI, we couldn't do this:
"http://superserver?archwith=tla--devo--1.3"; because the ? gets escaped.
