Are there cases where an arch-tag can be placed atthe beginning but *cannot*
be placed at the end? If not, I think the best option is to declare that
arch-tags should can only be placed at the bottom.
[ backward compatibility might be preserved with a warning, tho, just like
we'll want to do now with the truncation. ]
