I understand where you're coming from. There's a simple solution -
distribute the text of the licenses with Guix. This is what NetBSD does
with pkgsrc - see:
http://cvsweb.netbsd.org/bsdweb.cgi/pkgsrc/licenses/

You should try submitting a patch to try and resolve the issue.\
