I think that David is assuming annotations or elaborations that do not
include portions of the original works.  I think that the copyright act is
assuming annotations or elaborations that do.

I agree with you.  A program that, when compiled, could be linked with Qt
to form a useful program does not necessarily include any protected
elements of Qt.
