I wonder if you would consider developing an anti-censorship
utility. It would be a free and distributable utility that could
be attached to any website. If a user in a country with censorship
wanted to look at a page of Wikipedia, for example, they could go
to an uncensored site that has this utility. The utility would
retrieve the content of the censored page and display it. The
browser would not point to the censored site. The browser would
still continue to point to the uncensored site.
This sounds a feature already present in most network clients today,
it is called a proxy.
