The SFLC does not need to do anything else in the Verizon case because the company which manufactures the routers which Verizon distributes complies properly with the GPL. A Verizon web page contains a link to an "actiontec gateway" from which a firmware upgrade may be obtained. The source to that firmware is on the Actiontec page.
