Since when does the GPL purport to prohibit creators to "selectively withheld from the general public" their works?
Since always. A distributor of a work containing GPLed code may not restrict the people to whom he distributes the work from further redistributing the work to anyone they choose. Are you confusing "selectively withholding from the general public" with a requirement that private changes must be published?
