Does the GPL define that term?

Here are the two parts of the GPL which define the two separate
types of collective works. It really is senseless for you to
insist that your deliberate misreading of the GPL is in any way
meaningful.

    <http://www.fsf.org/licensing/licenses/gpl.html>
To “modify” a work means to copy from or adapt all or part of
the work in a fashion requiring copyright permission, other than
the making of an exact copy. The resulting work is called a
“modified version” of the earlier work or a work “based on” the
    earlier work.
    ...
A compilation of a covered work with other separate and independent
works, which are not by their nature extensions of the covered work,
and which are not combined with it such as to form a larger program,
in or on a volume of a storage or distribution medium, is called an
“aggregate” if the compilation and its resulting copyright are not
used to limit the access or legal rights of the compilation's users
beyond what the individual works permit. Inclusion of a covered work
in an aggregate does not cause this License to apply to the other
    parts of the aggregate.
