No, that's just the lawsuit. The lawsuit is filed as a copyright
violation claim, with the attendant requests for relief based on
that claim. The claims in the suit are not the goals of the FSF,

As always, compliance with the GPL is voluntary, so the FSF cannot
sue to demand compliance. But there is no other legal way to copy
and distribute GPLed software, so the FSF sues for copyright
violation. It's up to the defense to assert that they are using
the GPL for permission, in which case the onus is on them to show
that they are honoring its terms.
