    Unless I misunderstood something, that s how Nix & Guix work.

That's good.  I didn't know.

    At nixos.org, the cache of binaries is regularly garbage-collected, such
    that only current binaries are kept.

I suggest judging binaries based on how often they are downloaded per
week, perhaps divided by the size of each library.  That would use
efficiently whatever amount of space is allocated for the cache.
