Counting software and the laws

Hello, GNU System list users! Want to talk about accounting and laws.
In Russia accounting software is presented by monster monopolist. Its name is "1C" (Russian [ɑ'dɪn æs]). All the organizations, all the accountant and students for accounting are working with it. Salary, invoices, finances, taxes, printing forms are performing by this program.
Stores, small shops and nets of hypermarkets, accounting departments in any government or business organization, factories, drugstores, construction firms, gas stations - everything is working on it.
Moreover, it has a kind of an API for typing your own programs to do cohesive actions your workers are dealing with.

This software has Windows and Linux versions. It is pay proprietary software.
But it has support. Thus every new Act was issued in Russia, "1C" update will be released. That is very important, cause there will be a fine if taxes counts are not correct or may be forms (invoices etc) are not correct.

The problem is that only one this product is updating with the laws in Russia.
It is possible to work with "1C" without everyday support by programmer of your organization (as it could be if you use your company's own accounting software).
It is hard work to update accounting program, if you had created one, with updating laws. Sorry, not every accountant even track the laws and even can say definitely with the new law it should be so, but not so, program must work like this, but not like that.

I want to ask about your experience. How it works in your country?
Is it possible to replace the accounting software with a new one and how to support it with the new Acts?

Is there any approach to solve a problem of actualizing software with updating laws?
