Occasions for which it is a waste of time or not can be sometimes tricky 
to distinguish, as some people, beside of course being able to being 
malicious, are able to be especially stupid and stuborn.  Therefore it is 
good policy to try to do that everytime, for all occasions.  At least to 
recall that it is not endorsed, that it is not welcome, that people 
disagree and consider it not good.

(PS: then, whether it is a bad thing not to stop people to do bad, 
whenever you are able to, with whatever means you have, is a different 
question)
