Details:

With version 7.6, WCSLIB has recently added the wcspcx() function
<https://www.atnf.csiro.au/people/mcalabre/WCS/wcslib/wcsfix_8h.html#a7b70e8127424672db38ce3e653e46467>
to split CDi_j matrix when it won't interfere with the distortion. 

It is still relatively recent (released on April 2021), so many users will
probably not have it yet. But in a year or so, most users should have it, for
us to assume it in Gnuastro. We can add a configure-time check for it and use
it where necessary.
